Dr. Ahmed El-Kased, President of Menoufia University, met with a large number of members of the administrative apparatus as part of his series of periodic meetings with the administrative apparatus, within the framework of his keenness to enhance the efficiency of administrative work and achieve institutional excellence, and to discuss ways to develop the administrative work system and discuss the various challenges facing employees, in the presence of Dr. Sobhi Sharaf, Vice President of the University for Community Service and Environmental Development Affairs, Dr. Ikrami Gamal, Secretary-General of the University, Assistant Secretaries-General of the University, General Managers, and Department Managers from the University's Faculties and Public Administration.
The university president began the meeting by congratulating the attendees on the occasion of the Isra and Mi'raj anniversary, and thanked and appreciated the members of the administrative apparatus for their efforts to support the university's progress, expressing his great happiness with this important meeting during which the university's future vision is reviewed, which is in line with the political leadership's orientations and Egypt's Vision 2030 towards digital transformation and improving the quality of services provided to all employees, in addition to providing the opportunity to listen to their suggestions and participate in decision-making, especially since the administrative apparatus represents an important part of the university's entity. This meeting is also an important step in Menoufia University's journey towards administrative and institutional excellence, which contributes to achieving its strategic goals and ambitious vision to be a model to be emulated in Egyptian universities.
The university president stressed the importance of holding periodic meetings with the administrative apparatus to discuss administrative problems at the university, which contributes to improving work efficiency, increasing productivity, and raising employee satisfaction, with the participation of all relevant parties to ensure the implementation of effective and sustainable solutions, especially since the administrative reform process at the university has witnessed great development, especially in light of the university's experience in restructuring the administrative and financial work system in all faculties, general administration, and university hospitals.
The university president reviewed the extent of development witnessed by the university over many years since the separation of Sadat City University from Menoufia University and what the university has achieved in establishing new colleges until it reached 23 colleges, and the Oncology Institute joined them to be a distinctive addition to the history of the university. Menoufia Private University was also established, which has become one of the bright spots on the map of the new republic. Work is underway to establish a technological and international university, research centers, and a branch of Menoufia Private University on the land allocated in Sadat City for the expansion of Menoufia University on an area of 200 acres, in addition to the expansion of university hospitals and the medical city, stressing that the achievements were not the result of individual work, but rather an integrated collective work in which the administrative apparatus participated, which is considered the backbone that supports academic and administrative operations to achieve the strategic goals of the university. The university president referred to the changes that took place during the two years since he assumed the responsibility of the university presidency and the announcement of many vacant positions and interviews that were held to select the best elements from the applicants with complete transparency, noting that there were some mistakes that some applicants made that prevented their selection, including that some applicants submitted in their personal file only a list of the work they had done without presenting a plan and vision to develop the work in the department they applied for or the lack of a clear plan that could be presented, or failure to answer the questions of the committee members or lack of familiarity with the general administrative and financial controls for the position they applied for, stressing the importance of benefiting from this experience and learning from it and knowing the mistakes they made and working on developing their capabilities and heading to training courses in various specializations and working on developing themselves and continuous training on the use of modern technology and human resources management systems. The university president stressed that work is underway to update the university's electronic and administrative systems, noting that developing work in the administrative apparatus requires well-studied systematic steps to ensure efficiency and effectiveness in performing tasks and achieving the university's goals by updating organizational structures to ensure flexibility and efficiency of work, organizing training programs to develop administrative and technical skills, encouraging continuous learning and professional development for employees, providing incentives and rewards to enhance innovation, applying administrative quality standards to improve performance, and periodically following up on the performance of general managers and preparing periodic reports to measure the extent to which the goals required of each individual are achieved. The university president added that periodic meetings are a good opportunity to discuss the problems facing university employees, which contributes to improving administrative performance and enhancing the work environment, as the meeting reviewed the most prominent challenges facing the administrative apparatus, and the university president answered all the attendees' questions and inquiries and listened to their complaints and provided immediate guidance to solve them in accordance with the law regulating the workflow at the university, explaining some important matters and controls for employees that prevent responding to the fulfillment of some demands.
During the meeting, the university president stressed his constant endeavor to provide all services to the administrative apparatus and confirmed that a health insurance clinic is being established in the university’s general administration and providing the largest number of specialties in order to save effort on patients from the administrative apparatus members. Medicines are also being dispensed from the 24 Ambulance Pharmacy that was established in the university hospitals, and work is underway to establish another pharmacy to provide the largest amount of medicines, deficiencies and alternatives. He stressed that any medical center or clinic that the university has contracted with and does not abide by the terms of the agreement and a complaint is filed against it, the contract will be terminated immediately. Regarding the drug detection test approved by the Public Service Law for promoted employees and which must be done to complete the promotion procedures, it was agreed with the university’s union committee to bear 70% of the test value and the employee bears only 30%. The university president touched on the workers’ conditions improvement fund and the latest developments, and what the university provides in periodic bonuses throughout the year to contribute to improving the conditions of university employees. He stressed that a memorandum is being submitted to the university council to approve a percentage reduction in tuition fees in colleges for the children of university employees. As for the solidarity fund, he suggested The University President submitted proposals from some employees to the Fund's Board of Directors to increase the value of the bonus that the member receives upon reaching retirement age. The University President also reviewed the efforts made with the Organization and Administration Authority to establish temporary employees, and the steps taken by the University with the National Food Supplies Company and the agreement to provide outlets at the University to sell food products to serve the university's students. At the end of the meeting, the University President extended his sincere thanks and appreciation to all the attendees from the administrative staff for their continuous efforts and valuable contributions in supporting the University's progress and achieving its strategic goals, stressing that this meeting is a unique opportunity to enhance communication and exchange ideas and visions that contribute to developing administrative work and improving performance. We also stressed the importance of working in a team spirit and adhering to institutional values that enhance the position of our university at the local and global levels, especially since the success of any institution depends on the dedication of its administrative cadres, stressing his confidence that everyone is up to the responsibility to continue giving to achieve the University's aspirations and future vision.
