Prof. Ahmed El-Kased, President of Menoufia University, chaired today’s meeting of the University Council, in the presence of Prof. Ahmed Zaki Badr, Former Minister of Local Development and External Member of the Council; the University Vice Presidents: Prof. Sobhy Sharaf for Community Service and Environmental Development, Prof. Nasser Abdel Bari for Education and Students, and Prof. Ghada Hassan for Postgraduate Studies and Research; alongside Ms. Souad Bayoumi, Secretary-General of the University, and the Deans of the Faculties.

The President of the University opened the meeting by extending congratulations to H.E. President Abdel Fattah El-Sisi, President of the Republic, and to the Egyptian people on the historic inauguration of the Grand Egyptian Museum—an iconic event reflecting the greatness of Egyptian civilization and one of the most significant cultural and archaeological projects of the twenty-first century, underscoring Egypt’s ability to transform ambitious visions into globally admired achievements.

The Council also extended congratulations to Prof. Ayman Ashour, Minister of Higher Education and Scientific Research, and all ministry staff on the Ministry’s attainment of the “Accredited Innovative Governmental Organization – GINO” certificate with a five-star rating from the Global Innovation Institute (GINI), the highest level of international institutional innovation accreditation.

Additionally, congratulations were conveyed to Ms. Souad El-Sayed Bayoumi, Head of the Central Administration at the Office of the University President, on the decision appointing her as Secretary-General of the University. The Council welcomed her participation in her first University Council session following her appointment, extending wishes for continued success in her new role.

Further congratulations were extended to Prof. Ekramy Gamal on his appointment as Coordinator for Institutional Development and Financial Governance at the University, with gratitude expressed for his efforts during his tenure as Acting Secretary-General. The Council wished him continued success in his new responsibilities.

The Council also congratulated Prof. Abdel Nasser Mohamed Abdel Hamid on the republican decree appointing him as Dean of the Faculty of Education, wishing him success in continuing the faculty’s progress in the coming period. Appreciation was extended to Prof. Manal Fathy Samhan, former Dean of the Faculty, for her dedicated efforts throughout her tenure.

Prof. Ahmed El-Kased praised the remarkable progress achieved by the University in international rankings, emphasizing that this accomplishment reflects the high level of academic and research performance across the University and its commitment to global standards. He added that Menoufia University advanced in the 2025 Shanghai Global Ranking of Academic Subjects, which placed the University within the 304–400 global band in four major fields: Mathematics, Telecommunication Engineering, Agricultural Sciences, and Mechanical Engineering; and was also included in the 2026 QS Sustainability Rankings (4th Edition), which this year encompassed nearly 2,000 universities worldwide, with Menoufia University positioned in the 1201–1250 band globally.

The University President reviewed the key activities held during November, including participation in the inauguration of the Egyptian Pavilion at the “QS Asia-Pacific” Conference in Seoul, South Korea, under the theme “Empowering Generations: Skills and Partnership Across Asia and the Pacific.”

He also highlighted the launch of the Egyptian Knowledge Bank (EKB) seminar and the activation of Egypt’s national Open Access Publishing Agreement valid until 31 December 2029, outlining the publishing requirements for researchers and the criteria for journals indexed in Web of Science, in the presence of representatives from the Digital Libraries Unit of the Supreme Council of Universities and the EKB.

He reviewed the meeting of the University’s Higher Committee for Information Technology and Institutional Digital Transformation, which presented progress in implementing the comprehensive plan for digitizing the University and developing an integrated IT strategy aligned with the State’s orientation toward electronic governance.

He also referred to the meeting of the University Internationalization Committee, aimed at coordinating efforts among relevant offices and departments to support the University’s global standing, enhance its international competitiveness, and expand global partnerships.
