Prof. Ahmed El-Kased, President of Menoufia University, and Major General Ibrahim Abu Leimon, Governor of Menoufia, signed a joint cooperation protocol to regulate collaboration between the two sides in the field of engineering, technical, and consultancy supervision of projects implemented by the Governorate or any of its executive bodies. This comes within the framework of supporting sustainable development efforts and enhancing the efficiency and quality of service and development projects across the Governorate.
The signing ceremony was attended by Mr. Mohamed Moussa, Deputy Governor; Prof. Sobhy Sharaf, Vice President of the University for Community Service and Environmental Development; Prof. Nasser Abdel-Bary, Vice President for Education and Students Affairs; Prof. Mohamed Saafan, Dean of the Faculty of Engineering; Prof. Essam Helal, Engineering Advisor to the University President; Mr. Khaled El-Nemr, Assistant Secretary-General; Counselor Essam El-Nadim, Legal Advisor; Engineer Ashraf Tayel, Engineering Advisor to the Governorate; and Mr. Fady Zayed, Director General of the Governor’s Office Affairs.
Prof. El-Kased emphasized that signing the protocol stems from the University’s societal role and its commitment to harnessing its academic and scientific capabilities in support of the Governorate’s development plans. He noted that cooperation with executive authorities enhances implementation quality and ensures compliance with approved engineering standards, thereby serving the public interest.
The President of Menoufia University added that the Engineering Consultancy Center at the University is one of its key technical and consultancy entities, comprising a distinguished group of experts and faculty members across various engineering disciplines. He highlighted the Center’s pivotal role in providing technical and consultancy support, reviewing designs, and supervising implementation in accordance with the latest engineering standards, contributing to project quality, accuracy, and sustainability, and reflecting the University’s commitment to community service and development plans in Menoufia and neighboring governorates.
Prof. El-Kased expressed his sincere appreciation to Major General Ibrahim Abu Leimon for his continuous support of constructive cooperation between the University and the Governorate, affirming that this collaboration embodies the spirit of partnership and integration in serving development priorities. He praised the ongoing coordination and mutual understanding that characterize relations between the two institutions.
For his part, Major General Ibrahim Abu Leimon expressed his appreciation for cooperation with Menoufia University, affirming that the protocol represents a successful model of integration between executive and academic institutions, supports sound technical decision-making, and ensures project implementation according to the highest standards of quality and efficiency.
The Governor of Menoufia stressed that Menoufia University constitutes a trusted scientific and technical house of expertise for the Governorate, given its distinguished academic staff and advanced scientific capabilities. He noted that joint cooperation directly contributes to improving the efficiency and quality of ongoing projects and supports evidence-based decision-making, in line with sustainable development goals and citizens’ aspirations.
The protocol aims to benefit from the specialized scientific and consultancy expertise of Menoufia University, particularly the Faculty of Engineering, in supervising various projects, including public buildings and facilities, roads and bridges, infrastructure projects (water, sanitation, electricity, and lighting), as well as urban planning and development projects. Each project will be specified separately through an assignment order or an independent annex.
The protocol also outlines the Faculty of Engineering’s commitments to provide specialized engineering staff from faculty members, teaching assistants, and experts according to their disciplines; review engineering designs and technical documents prior to implementation; supervise execution in accordance with approved drawings and specifications; prepare periodic technical reports indicating progress rates, compliance with specifications, and any technical observations or deficiencies; and provide technical opinions on engineering modifications, change orders, and technical claims submitted by executing companies, while adhering to governing laws, regulations, and occupational health and safety standards.
In turn, the Governorate commits to providing the necessary documents and technical data for supervised projects, enabling Faculty of Engineering representatives to access worksites and monitor implementation stages, and notifying the Faculty of project start dates and any substantial modifications.
At the conclusion of the signing ceremony, both parties affirmed that this protocol represents a step within a broader series of cooperation agreements aimed at strengthening strategic partnership and supporting comprehensive development plans in Menoufia Governorate, in alignment with the State’s direction toward improving quality of life and achieving integrated development.
